Lieutenant Patricia C. Warczynski

President

First Sergeant Warczynski was appointed to the Indiana State Police on November 16, 1986.  She was assigned to District 13-Lowell in her home county of Lake.  In 1990, she worked undercover narcotics for Area I for 2 years and served as a Counselor for the 53rd Recruit School in 1995.

In September 1995, she was transferred to District 53-Putnamville and was promoted to Corporal in February of 1996.  She was promoted to Putnamville Post Squad Sergeant in August 2000,. She was promoted to First Sergeant in April 2009. She has served as a Field Training Officer, a member of 4 interview committees for Recruit Schools and is a 1997 graduate of the Southern Police Institute.

In August 2010 she was promoted to the rank of Lieutenant and transferred to Indianapolis, District #52 to serve as the District Commander.

In December 2006, she became the first woman to lead any of the Indiana State Police support organizations when she was unanimously elected as President of the Indiana Troopers Association. She began her 4 year term in January 2007 after serving as a board member for the past several years.

On a personal note, she has four children and three grandchildren.  She is an active member of New Life Baptist Church in Greencastle and enjoys traveling and quilting when time allows.

In stepping into the role of President of the ITA, Warczynski stated that her goals and vision for the association have not changed. I'm interested in serving because I believe in and appreciate what the ITA is and has been for the troopers, our families and our communities.

Ernest "Ernie" Alder

Secretary/Executive Director

Probably one of the most well-known ISP retirees in the state, Ernie retired in 1994 after a career of 37 years with the department.  One of his goals with the ISP and in his retirement years has been to help people, especially children.

One of Ernie's major contributions to the ISP was the development of the Youth Services Summer Camp Program, which began in 1970 and continues at the present time.  He personally solicited the support of Indiana service clubs (Kiwanis, Lions, Optimist and Jaycees) to gain support for the camp program. Thousands of Indiana children have been impacted by their attendance at one of the camps and many have grown up to pursue a law enforcement career thanks to their camp experience.

Alder has always been concerned with the preservation of the history of the Indiana State Police and was instrumental in the establishment of the ISP Youth Education & Historical Center in Indianapolis.  The museum contains law enforcement memorabilia that shares the ISP story with all those who visit.

In 1998, Alder was asked to join the Board of Directors of the ITA and since that time he has served in a number of capacities.  Today, he serves as Executive Director/Secretary and oversees the day-to-day activities of the Corporate Office staff.

Alder has published a book, "10-42", containing stories of more than 30 years with the Indiana State Police.

He and his wife, Betty, live in Greenfield and are parents of two grown children, Butch and Barb.  They also have two grandchildren.  Ernie is an avid Purdue fan. He can be reached at 317-326-7744 or via the internet at ernie@hrtc.net .

Randall L. Palmer

Area I

Lowell - Lafayette - Peru

A new member of the Board of Directors in 2007, Master Trooper Randy Palmer, PE4581, has been with the Indiana State Police since November 18, 1984 and is assigned to District 13-Lowell.  He represents Area I which includes the Lowell, Lafayette and Peru Districts of the ISP.

Palmer lives in Valparaiso with his wife, Mary.  They have one son remaining at home and Palmer is very active in his various sports activities.

David L. Lloyd

Area II

Toll Road - Fort Wayne - Bremen - Redkey

David Lloyd, 30 year member of the Indiana State Police, began his career on June 10, 1976.  He was first assigned to the Pendleton District.  After serving as a road trooper for 8 years, he transferred to the Ft. Wayne Post as Laboratory Field Technician.  After another 8 years, he was reassigned as a District Detective where he served for 7 years.  For the following 6 years, Lloyd served as a Detective in the Cyber Crimes unit. He also completed a special assignment to the Inspector General, the Assistant Superintendents Special Investigations Unit.

In 2006, Lloyd was promoted to the rank of Sergeant and now provides computer support to the northern districts and to troopers statewide.

He and his wife, Janice, reside in Huntington County and are the parents of 6 children:  Titus, Tiffany, Timothy, Trent, Trina, and Trevor, as well as several grandchildren.

Sgt. Lloyd has been a board member for several years and currently represents Area II, which includes the Ft. Wayne, Bremen, Redkey and Toll Road Districts.

His goal as a board member continues to be to help bring improved communications between the membership and the ISP leadership, provide improved benefits, and more recognition between the membership and their respective agency heads.

Brenda G. Simmons

Area III

Terre Haute - Bloomington - Jasper - Evansville

Born and raised in Syracuse, Indiana, she attended Wawasee High School, graduating in 1979.  Since her high school days, she knew she wanted to be a police officer. She graduated from IU, majored in Criminology and graduated in 1983.

After working retail security and as a Correctional Officer at the Indiana State Farm in Putnamville, she began the selection process for the ISP.  She was hired in 1987 and spent her first 2 years on the Indiana Toll Road.  Simmons worked undercover narcotics for the Lowell Post and transferred to the Terre Haute Post, where she now serves, in 2000.  After working as a road trooper in several counties, she began working the Problem Oriented Policing Program (POPS), where she is currently assigned.

Simmons is a member of the Critical Incident Stress Management Team and has attained the rank of Master Trooper.  She represented the ISP in the second wave of troopers to go to Biloxi, MS after Hurricane Katrina. She reports this was a tremendous experience where she made lifelong friends.

Simmons has worked with the ISP Youth Services Camp Program since she became a trooper and in 2003 was the Director of the largest Respect for Law Camp with 310 campers.

When she is not working, she enjoys reading, fixing up her 1890 home, doing counted cross-stitch, traveling and baking. In 1999, she returned to IU for a second degree in Interior Design and will finish that degree in May.

She also serves as a board member for the Wabash Valley Council on Domestic Abuse (CODA).  She plans to retire in 6 years after 25 years with the ISP, move to some place warm (no snow!) and work in Interior Design.

Her "children" all have four legs:  Pebbles and Screamer (Cocker Spaniels) and Sammie, her cat.

Her goals during her term as a board member for the ITA include to help to make more folks aware of the programs and benefits of the association to both members of the department and the general public.

 

Noel W. Houze Jr.

Area IV

Connersville - Versailles - Seymour - Sellersburg

Sgt. Houze, Jr. grew up in the department.  His dad was a 29-year member of the ISP, retiring as a Squad Sergeant in 1993, and was a tremendous influence in Noel, Jr.'s decision to follow in his father's footsteps.

A member of the 42nd Recruit Academy, he was appointed on November 18, 1984 and was assigned to the Seymour Post for a couple of years before transferring to Versailles in 1987.  He was a member of the original High Performance Vehicle (Camero) Squad.  He was promoted to the rank of Squad Sergeant in June 1994 and in 2006 became the Public Information Officer for the Versailles Post.

He and his wife, Susan, live in Milan and are the parents of two daughters and a grandson.

Sgt. Houze has been a member of the ITA since 1985 because he was impressed with the benefits offered by the association, as well as the positive representation tie ITA provides and promotes. He enjoys the forward movement of the ITA in benefits to its members and the good work it provides in services to Indiana youth.

Timothy J. Buffum

Motor Carrier Inspectors - Telecommunications

Tim Buffum started with the Indiana State Police on October 8, 1979 working the permanent scales at District 22-Ft. Wayne.  In 1980, he transferred to his home area, District 16-Peru and was assigned to work "portables."  In 1997, he was promoted to District Coordinator, supervising Districts 11, 16, and 24, as well as 24 Motor Carrier Inspectors.

In October 1983, Tim became a member of the Indiana Troopers Association mainly because none of the other ISP support organizations included Motor Carrier Inspectors.  Tim has been the ITA board representative for the MCI department for many years.

On a personal note, Tim has been a member of the US Air Force Reserves, participated in the Iraqi Freedom detail, and serves as an instructor both in the USA and abroad.  He also serves as President of the Miami County Volunteer Fire Department.

He and his wife, Karen, reside in Logansport and are the parents of two teenage boys.

Kathryn "Kate" M. Stuart

Non-Enforcement - Civilians

Kate joined the Indiana State Police as a Non-Enforcement/Civilian employee in 1987.  She currently serves as a Secretary IV for Area II and is assigned to the Ft. Wayne Post.

No stranger to law enforcement, her husband, Scott, is retired from the Huntington City Police Department and currently works at the Federal Building in Ft. Wayne.  They have a total of four children:  Stephanie, who is in the nursing program at IPFW; Brian, who is a senior in high school and will attend IPFW in the fall; Carrie, who is getting married in May and Kyle, who resides in Lafayette.

Her free time is spent working on the landscaping and finishing the basement of the home they built in 2005.  They also hope to build a barn so Scott can have a workshop and they can have horses.

Her goal in becoming the first member of the ITA board to represent non-enforcement/civilian employees is to familiarize civilian employees with the benefits of ITA membership and to build membership with civilians.

She wants her fellow civilian employees to realize how much the ITA does for the ISP family, as well as for the communities where they live.

Sheriff Marty Talbert

Retirees

Sheriff Marty Talbert was born in Tipton, IN in1956 and raised in Kokomo, IN. He graduated from Northwestern High School in 1974, and attended Indiana University at Kokomo.  Marty then graduated with an AS in Criminal Justice in 1983.

Attended the Indiana State Police academy in 1977.  Was appointed to the ISP and assigned to the Toll Road on 12/18/1977.

Transferred to Peru Post in May of 1981, and was assigned to Cass County. Transferred to Howard County in September of 1982.

Promoted to the rank of Sgt. in the public information office in 1988, but returned to patrol duties in 1992.

Ran for Howard County Sheriff in 2002, retired from the ISP on 12/31/02 and assumed the office of Sheriff on 01-01-03.

Marty is the son of Alice Talbert and the deceased Dale Talbert. He has a twin sister, along with one younger brother and two older sisters. His wife's name is Linda and his stepdaughter Amanda is a student at Indiana University in Kokomo, Indiana.

Marty's interests are the Titanic, Sheriff Buford Pusser, historical travel, motorcycling, scuba diving-but has not had too much time for diving over the past 5 years.

Memberships: Indiana Troopers Association,  Blue Knights Motorcycle Club Indiana Chapter XIII, Pioneers of the Indiana State Police (president), ABATE, Indiana Association of Certified Accident Investigators, Indiana Sheriffs’ Association, advisory board member for both Ivy Tech’s Criminal Justice Program, and IU-K’s School of Public and Environmental Affairs, Merit Badge Counselor for the Boy Scouts of America.

Karen W. Shelton

Director of Operations

Karen joined the ITA staff in 1996 as a part-time Administrative Assistant.  While she has never been employed by the Indiana State Police, the department's members and activities are near and dear to her heart.  She is married to Kenneth Shelton, who retired from the ISP in 1981.

Karen's current responsibilities as Director of Operations for the association include administration of the day-to-day activities of the Corporate Office.  She coordinates the production of The Trooper Magazine and composes most of the articles. Karen coordinates the various programs that are offered through the association to its members and deserving families across Indiana.

A native of Tennessee, Karen was an Executive Secretary and Meeting Coordinator for Coachmen Industries and worked as an Administrative Assistant for Cameron Memorial Hospital in Angola, prior to joining the ITA staff.  She truly enjoys working with people and providing support for our officers across the state.

She and Ken share four grown children, eight grandchildren ranging from 3 months to 17 years, and their dachshund, Rusty.

Catherine E. McIntire

Director of Publications

Cathy came to the ITA to help out for a couple of days a week back in 2004 at the request of her dear friend, Deb Deuter.  Her primary duties were to administer our computer programs.  As we were in search for a new person to produce our official publication, The Trooper Magazine, Cathy decided to apply her creative talents to producing the periodical. The rest has been history and she continues to produce the magazine, which receives outstanding reviews from all who receive it.

Cathy graduated from Tri-State University in Angola with an Electrical Engineering degree and was semi-retired when she joined the ITA staff.

She and her husband, John, live on Pine Canyon Lake near Angola.  They are the parents of a daughter, Anna, and will soon welcome a son-in-law, Dan, into their family.

Debra D. Deuter

Administrative Assistant

Deb Deuter came to the ITA in 1999, just one year after losing her husband, Master Trooper David A. Deuter in a line of duty accident on the Indiana Toll Road. Deb has been a welcomed addition to the ITA staff and enjoys working with the officers and their families.  She feels that working for the ITA allows her to honor the memory of her late husband, who served the ISP for 26 years.

Deb and Dave were blessed with two daughters, Jacqueline and Madeline, who are currently teenagers attending Lakewood Park Christian School. Debbie and the girls still reside in the dream log home that Dave built for his family on Pine Canyon Lake in Angola, Indiana.
