Pay Raise:

Indiana State Troopers, Conservation Officers and Excise Officers will get their first pay raise in three years in January 2004.  Salary increases ranging from 5% to 13% will go into effect on January 1, 2004.

Troopers with 1 year of experience will get an extra $1,560 – or 5% - to bring their annual salary to $32,760.  1st Sergeants with 10 years experience will make $56,472 – a 13% increase.  

According to Keith Gill, President of Indiana Professional Law Enforcement Association Local 1041, this is a good deal for law enforcement officers.   Gill, who was in northwest Indiana this week to help the family of slain Indiana State Police Officer Scott Patrick, stated, “You can’t pay enough to do this job.”

The law enforcement union ratified the settlement, which is effective through 2007, on Monday, when 86.8% of the officers voted yes. Governor Joe Kernan must still approve the settlement before it takes effect, but that is viewed as a formality because state officials participated in the bargaining with police.

Budget officials estimate the raises will cost the state $5.7 million through June 30, 2005, when the budget expires, and then the law enforcement union can negotiate again for more raises.

In December 2002, these law enforcement officers – fed up with stagnant salaries –voted to unionize and formed Indiana Professional Law Enforcement Association Local 1041.   The union is affiliated with the powerful AFL-PIO, a group of 64 national and international labor unions representing more the 13 million workers.  In Indiana about 67% of the state’s nearly 65,000 workers are represented by unions. 


Arrangements For Trooper Scott Patrick, PE #7025:

Following are the calling and funeral arrangements for our fallen trooper, Scott Patrick.

Calling will be Friday, December 26, 2003 at Kankakee Valley High School, 3923 West SR 10, Wheatfield, Indiana.  Calling hours are:  2pm to 8pm CST (Lowell Time) – 3pm to 9pm EST (Indianapolis Time).

Funeral services will be held at the same location Saturday, December 27. 2003.  Time:  10am CST (Lowell Time) – 11am EST (Indianapolis Time).

Officers attending should report to the high school at 8am CST Saturday.  Dress is winter (blouse and duty shoes.)

Those who wish to send a memorial may do so at any 5th Third Bank location in Indiana to the Patrick Baby Fund c/o Melissa Patrick.

As you gather with your friends and family over the next few days, please take time to remember this family in your prayers.

Our officers are on duty twenty-four hours a day, seven days a week – serving and protecting each of us.  Please remember all of our law enforcement officers in the days ahead.

Trooper Scott A. Patrick Fatally Shot

Trooper Scott A. Patrick was fatally shot on the toll road in the early hours this morning. He worked out of the Lowell Post. Will provide more details as they are released. 


ITA Member Escapes Serious Injury on Icy Roads

Indiana State Police Trooper Tim Fulk escaped serious injury on Thursday evening when his patrol vehicle slid on icy roads in DeKalb County while responding to a traffic mishap. Trooper Fulk’s ISP commission flipped over and trapped the officer for a period of time.  He was flown from the site to Parkview Hospital where he was treated and later released.   He was wearing his seat belt at the time of the crash, which most likely saved his life.

Retiree's Reception - December 3, 2003

Superintendent Melvin J. Carraway cordially invites you to a reception honoring our department retirees on WEDNESDAY, DECEMBER 3, 2003 from 11:00 a.m. to 2:00 p.m. at the Indiana State Police Youth Education & Historical Center, 8500 East 21st Street, Indianapolis, Indiana.

A light lunch will be served.  Spouses are welcome.


Remember Law Enforcement Officers During Holidays:

A support group is encouraging law enforcement families, friends and agencies to remember fallen officers with blue lights at their homes and offices this holiday season.

Nationwide, 153 officers died in the line of duty last year.  Since blue traditionally stand for law enforcement because of the uniforms, it carries through with the idea of the “thin blue line” of police standing on the line between crime and the community.

Residents are asked to display blue lights to send a dual message that you are supporting America’s peacekeepers and that you hope the coming year will be a year of peace.


Last Call for ITA Cookbook Recipes:

Retirees Breakfast Meeting:

On the 2nd Saturday of every month, ISP Retirees from around the area – and around the state – meet at the Front Porch Restaurant in Worthington, Indiana to meet, greet and eat – all favorite things for these retired state police officers.  The meetings are held at 8:00 a.m. and all Indiana State Police retirees are welcome.   Many area active ISP officers show up from time to time to hear the stories of the rich history of the department they love and served so well.   The Front Porch Restaurant is located at 118 Canal Street, Worthington, Indiana 47471.  Canal Street is also US231 – so if you get into town and get lost – stop and ask someone.

The next meeting is Saturday, December 13th.  Everyone who attends is asked to bring a $1.00 (yes, one dollar) gift for a grab bag exchange.

Come one – come all – reminisce the good ole’ days with the ISP with your retiree friends.   You just never know who is going to show up!

Quarterly Board of Directors Meeting:

On Tuesday, November 11, 2003, the Board of Directors and Staff of the Indiana Troopers Association will gather for their quarterly business meeting.

Following the meeting, the group will assemble food baskets to be distributed across the State of Indiana to families in need during the holiday season.  Donors across the state contributed to the food basket program.

The Annual Food Basket Program provides a well-balanced meal for a family of 4-6 and will be mailed to eligible families just in time for the Thanksgiving holiday.  Recipients of the baskets were submitted by ITA members and by the Indiana State Police Chaplain body, as well as from the general public.

Other than a Thanksgiving card enclosed with the baskets, no further contact will be made with the families by the association.

The Indiana Troopers Association is a statewide support association for the Indiana State Police, Conservation Officers, and Excise Police.  Their Corporate Office is located in downtown Angola, Indiana.

The association will celebrate their 25th Anniversary in 2004.  Over the past 25 years, the association has continued to meet their two primary goals of “supporting those who serve with pride” and “lending a helping hand to those in need.”
