ITA BOARD MEETING & ANNUAL MEETING – 9/18/04Posted on September 14, 2004
The Board of Directors of the Indiana Troopers Association will hold their regularly scheduled quarterly board of directors meeting on Saturday, September 18, 2004 beginning at 10:00am.
The meeting will be held at Mt. Comfort United Methodist Church. Directions to the church are: ½ mile north of I-70 on Mt. Comfort Road (first interchange east of Post Road.) The meeting will be held in the café area of the church.
Traditionally, the September meeting is designated as the Annual Meeting and all members of the association are invited and encouraged to attend.

TWO ITA MEMBERS ESCAPE SERIOUS INJURY IN SAME DAY ACCIDENTS Posted on September 14, 2004 Trooper Bob Jeffers of District 22-Fort Wayne suffered a back injury in an early morning accident along US 24 near Roanoke, Indiana on Monday, September 13th. His squad car was hit while stopped during a traffic stop. Jeffers was airlifted to a Ft. Wayne hospital where he was in good condition. He was held overnight to monitor swelling around his spine.
Later on the same day, Sellersburg Trooper Timothy Dossett received a cut to his head when a car drifted into his lane and struck his squad car as he escorted an oversized load in US 27 near Berne. Dossett was not taken to the hospital.
Both Jeffers and Dossett are members of the ITA and we are grateful that their injuries were not life threatening. ITA COOKBOOKS HAVE ARRIVED! 2004 David Deuter Memorial Essay Contest FinalizedPosted on August 12, 2004 Winners of the 2004 “What Being A Good Citizen Means To Me” program have now received their Governor’s Shining Star Certificates, US Savings Bonds, and engraved plaques. Indiana Governor Joseph Kernan, Superintendent of Public Instruction Dr. Suellen Reed, Indiana State Police Supt. Melvin Carraway and ITA President Duane Davies addressed county winners and their families at a recent Statewide Essay Contest Awards Program in the Indiana State House. | ISP Posts Get New Leadership Posted on June 25, 2004 Two Indiana State Police Districts have new leaders. In Peru, District 16, First Sgt. Edward C. Schroder has been named the new District Commander, effective June 27, 2004. Lt Schroder has been promoted to the District Lieutenant’s position after serving as the Assistant District Commander for the past 5 years. Lt. Schroder has climbed through the ranks after his appointment to the department in 1987. A graduate of Pioneer High School and DePauw University, he also graduated from the FBI National Academy and Northwestern University’s Police Staff & Commander School. Lt. Schroder, his wife, Kim and three sons, live in the Royal Center area. Lt. Brad Weaver took command of the ISP Post at Bremen, District 24, on June 20th. Weaver, who began his ISP career in 1994, is a graduate of Valparaiso University. He was assigned to the Peru Post and was promoted to Corporal in 2000. In 2003, he was reassigned to a Sergeant position at the Bremen Post. Weaver has his certification as a Defensive Tactics instructor, a Hostage Crisis negotiator and a Vehicle Crash Reconstructionist. Weaver lies in Rochester with his wife, Keri, and 2-year old son, Dylan. Congratulations to these two very deserving officers! |

Isaac’s family heritage will be honored throughout his lifetime as his name bears the initials “I.S.P.” – honoring the memory of his father’s chosen career. | PE#20 – Herman H. Freed Passes Away Posted
on June 16, 2004 Services for Retired Indiana State Police Major Herman H. Freed, PE#20, will be held on Saturday, June 19, 2004 at the McClure Funeral Home, 109 East 6th Street, Bicknell, Indiana at 11:00 a.m. with visitation from 9 to 11am. Additional visitation will be held on Friday, June 18, 2004, at the Flanner & Buchanan Mortuary at 2950 N. High School Rd., Indianapolis from 4pm until 7pm. At memorial service will be held at 7pm. Freed, who 90, had been a longtime friend of the Indiana Troopers Association and was presented with a Lifetime Membership in January 2000. He was a member of the 1935 ISP Recruit Class and served the ISP from 9/1/35 until 10/3/67. Only two members of the Class of 1935 now remain – Frank Jessup and Edward Raholin. His beloved wife of over 60 years, Dora, preceded him in death. Freed was one of eight children and was a native of Carter’s Creek. In an interview granted to the ITA staff in 2000, he said he was “just a country kid.” He tried numerous times to get into the elite group of Indiana’s finest and shared that when he finally made it, he felt his dream had come true. Freed was often referred to as the “Father of the Law Enforcement Academy” as he immediately saw the need for appropriate training for recruits and was instrumental in its beginning. Among the many awards he received for his public service was the Sagamore of the Wabash Award, presented to him in 1990 by then Governor Evan Bayh, which he treasured. Freed prided himself in attending every meeting of the FBI’s National Academy Associate Group in Indiana, every graduation service of the Indiana Law Enforcement Academy and as many ISP Pioneer and Retiree functions as possible. | Governor To Speak At Statewide Essay Awards Program Posted on June 2, 2004 Winners from the 2004 David Deuter Memorial 5th Grade Essay Contest will be honored at 1pm on Friday, June 11, 2004 at the Indiana State House. Featured guest speaker will be the Honorable Joe Kernan, Governor of the State of Indiana. He will address the 5th grade county and state winners and will present each with a Shining Star Award Certificate embossed with the Indiana State Seal. In addition to the Governor, Dr. Suellen Reed, Superintendent of Public Instruction and Indiana State Police Superintendent Melvin Carraway will congratulate the students. Dr. Reed and Supt. Carraway will assist ITA President Duane Davies and Executive Director Ernest Alder in presenting engraved plaques and U.S. Savings Bonds to each winner. These awards are compliments of the ITA and Pete Irving of Irving Sand and Gravel of Greenfield. Debra Deuter, widow of ISP Master Trooper David Deuter, and her daughters, Jackie and Maddie, will also assist with the awards presentation. David Deuter, a longtime member of the Indiana Troopers Association, was killed in the line of duty on the Indiana 80-90 Toll Road in July 1998. In early January, invitations were mailed to fifth grade teachers in elementary schools across the state for the annual essay contest. The subject chosen for the original 100-word essays was “What Being A Good Citizen Means To Me.” One winner was selected from each county and from the county winners a statewide winner and four runners-up were chosen. The Statewide winner will receive a $1,000 bond, the four runners-up receive $500 bonds and the remaining county winners each receive a $100 bond. In addition, all winners received Award Certificates from the ITA, which were mailed to their respective schools in time for presentation at their end of year school awards programs. Troopers from across the state attended the awards ceremonies and made the presentations on behalf of the ITA. Over the past years the Indiana Troopers Association has provided the opportunity for thousands of 5th grade students to participate in the essay program and has given thousands of dollars in awards and savings bonds to the students for their efforts. In the early years of the program, the essay subject revolved around the benefits of living a drug-free life. In recent years, the program has been dedicated to being a good citizen. It gives us great pleasure to salute these 5th graders and honor them in their quest of developing a lifestyle of good citizenship, laying the foundation for a better tomorrow for all of us. The Statewide Awards Program will be held in the North Atrium of the State House and is open to the public. |

| ITA Withdraws From No-Call Lawsuit Posted on May 19, 2004 After much urging from members and friends of the association, the Board of Directors voted to withdraw from the pending No-Call Lawsuit. The Indiana Attorney General’s Office has been notified of our decision. While the Indiana Troopers Association’s fund-raising efforts have been severely hampered by the passage of the telephone privacy bill, the new leadership of the association decided it was a no-win situation to fight a law that so many Hoosiers support. There are 50,000+ Indiana residents who loyally support the ITA’s programs who are on the current no-call list and cannot be called to renew their annual commitment. The lawsuit challenges the constitutionality of the anti-telemarketing law. There is no word on when the federal court will rule on the concerns of the not-for-profits that are still named in the suit. |

| Teddy Bear Program: Posted on May 4, 2004 We have received a number of phone calls in recent weeks from Indiana residents who have been contacted for a donation for the “Teddy Bear” program. Representatives of the Indiana Troopers Association are not making these calls. While the “Teddy Bear” program is a valid and worthwhile program, it is not one of the ITA’s solicitation programs. In an attempt to assist those who have contacted the ITA, we have determined that the Association of Indiana State Troopers, formerly the Black Troopers Association, is soliciting for the “Teddy Bear” program. | ISP Board Honors Troopers Posted on April 13, 2004 On Monday, April 12, 2004, the Indiana State Police Board honored a state trooper killed in the line of duty in December. A memorial resolution was presented to the family of Trooper Scott Patrick, a three-year veteran of the department, who authorities say was shot by a driver he had stopped to help on an I-80/94 exit ramp in Gary. “Trooper Patrick paid the ultimate price in service to our department and the people of Indiana,” State Police superintendent Melvin Carraway said, “His family has lost a husband, father, son and brother who touched their lives in so many ways.” Several of Patrick’s family, including his pregnant wife, attended the presentation in Indianapolis. Patrick, 27, of Wheatfield, was the 42nd member of the State Police family to be killed in the line of duty. Also honored on Monday, was Senior Trooper Ronald Galaviz of the Fort Wayne Post. Galaviz rescued a woman whose car was sinking into a retention pond in northeastern Indiana’s Noble County. |

| Oldest ISP Employee Turns 100 Posted on March 31, 2004 Congratulations to John Anthrop of Lafayette on his 100th birthday on April 3, 2004. Mr. Anthrop was a mechanic for the Indiana State Police and served 18 years. Until the fall of 2003, Mr. Anthrop lived alone and took care of himself. At that time he moved to The Home Hospital in Lafayette, near his son, Lawrence. According to ISP records, he is the oldest living ISP employee, having served from March 22, 1941 to April 30, 1959. | In Sympathy For Those Who Served: Posted on March 23, 2004 Indiana Senator Charles “Bud” Meeks, 67, died Monday in Ft. Wayne after a lengthy battle with cancer. He was a current State Senator for District 14. Meeks was a 28-year veteran of the Allen County Sheriff’s Department, having served as Sheriff from 1975 until 1982, as well as Executive Director for the National Sheriff’s Association for eight years. Services will be held at The Chapel, 2505 W. Hamilton Road in Ft. Wayne at 11 a.m. Friday, March 26th, with calling one hour prior. Calling will also be held on Thursday, March 25th from 2 to 5 p.m. and 7 to 9 p.m. at The Chapel. Burial will be at Covington Memorial Gardens. His wife, Marjorie, and a son, Brian, and three grandchildren survive Senator Meeks. Other survivors include two brothers, Senator Robert “Bob” Meeks of LaGrange and Fred Meeks of Ft. Wayne. The Chapel. Sergeant Dale Traughber, PE 4028, Sellersburg, lost his battle with cancer on Saturday, March 20th. Sgt. Traughber joined the Indiana State Police on July 6, 1980 and had served his entire career at the Sellersburg post. | Governor Orr Services Set For Tuesday Posted on March 15, 2004 Memorial services for Robert D. Orr will be held Tuesday, March 16th, at the Statehouse, a building he loved and worked in for 20 years as a state senator, lieutenant governor and governor. Orr, who served two terms as governor in the 1980’s, died Wednesday night of an apparent heart arrhythmia. He had undergone outpatient surgery for a kidney problem earlier that day. He was 86. Orr will lie in state in the Statehouse rotunda on Tuesday from dawn – about 6:50am EST – to 11:00am. The casket will be draped with a U.S. flag. A public memorial service will follow. Graveside services will take place at Crown Hill Cemetery. Memorial contributions can be made to the Robert D. | Former Governor Orr Dies Posted on March 11, 2004 Robert D. Orr, who oversaw Indiana’s economic recovery following recession and championed educational reform in the 1980’s, has died. He was 86. Orr had undergone surgery in December for prostate and bladder cancer, was admitted to Indiana University Medical Center in Indianapolis on Wednesday for surgery on an apparent blockage in his kidney, but his condition worsened during the day and he passed away at 9:17pm. Orr was one of four former governors who attended services for the late Gov. Frank O’Bannon in September and was the last Republican elected governor in Indiana. He served 16 years in Indiana’s top two offices. His political career began as Vanderburgh County Republican Chairman and he was elected to the Indiana Senate in 1968. He served Gov. Otis Bowen as lieutenant governor from 1973 until his election to the governor’s position in 1980. After leaving office in 1989, he was named U.S. ambassador to Singapore. He leaves his wife, Mary, and three children by his first marriage. Orr was known as a gentleman and for his humility. “That is what my parents taught me, that it was better to have others praise you than to do it yourself.” Orr once said. Services are pending. |

| Better Late Than Never... Posted on March 11, 2004 The ITA Corporate office today received a phone call from a Michigan gentleman inquiring about how he could make a donation to the association. He stated it would be in appreciation for a good deed provided by a couple of toll-road troopers in 1977. The story he shared was that he was living in the Michigan City area at the time and was traveling across the state with his wife and two children. He became very ill and was unable to drive. The troopers came to his roadside aid and offered to take him to the nearest hospital. He declined, but stated the officers stayed with him until he was stable and made sure his wife was OK to drive the family back to their home. He said he had often thought of the kindness of the officers and that he should do something - even after all these years - to show his gratitude. He will be sent an Associate Membership packet in today’s mail. Associate memberships to the Indiana Troopers Association are available to anyone who wishes to support our efforts, but are not eligible for regular membership. Bids have been opened and all participants will be notified by mail within the next few days. The auction provided a total of $1,152.71, which will be used for various programs in the coming months. | Traffic Stop by ITA Member Yields 900 Lbs of Pot Posted on March 2, 2004 Longtime ITA member, Trooper William Etter, stopped a truck because its payload had been piled so high the temporary license plate in the rear window was not visible. The pot was piled high in bags and the smell made the contents obvious. Max, Etter’s drug-sniffing golden retriever partner, quickly confirmed that the bags held almost a half-ton of marijuana. It was one of the largest marijuana busts in recent memory. Troopers speculated the drug may have been grown and processed in Mexico, but were not certain what the destination was. The Monday night bust followed an Indianapolis police seizure just a month ago of 10 kilograms of brown cocaine hidden in a car on I-70. Both seizures came as the result of routine traffic stops. |

| Retired Superintendent Thurston Dies Posted on January 8, 2004 Memorial services for Retired ISP Superintendent Arthur M. Thurston will be held at 3pm January 10th at the First Presbyterian Church in Shelbyville. Thurston, who was 89, passed away on December 29, 2003. A gathering of family and friends will follow the services from 4 to 7pm. Calling will be from 4 to 7pm January 9th at Carmony-Ewing, Harrison Street Funeral Home, Shelbyville. Mr. Thurston had been an FBI agent and inspector, as well as a consultant to the CIA. He served as Indiana State Police Superintendent from 1949 to 1952. He was a former bank president and was twice awarded the Sagamore of the Wabash. Thurston was a Navy veteran of World War II, where he served with naval intelligence and the Office of Strategic Services. After the war, he served with the occupation forces in Japan and helped organize the Japanese Imperial Police Force. He was a graduate of Indiana University. Can you recall what you were doing? My immediate reaction was an array of emotions. You see this makes the fifth (Troopers Winzenread, Gaston, Elson, Beal and now Patrick) I had a hand in training and knowing during their weeks of training at the ILEA. Troopers Mike Greene and Todd Burman I knew on a much more personal level having been shift partners at Lowell with Mike and working with Todd while he was a medic in Newton County. Then I ask myself the question, what can I do for Melissa (Scott’s 3-month pregnant widow)? I am an active supporter of COPS, this year riding my bicycle with other officers around Indiana (approximately 850 miles) raising donations for COPS. Knowing this contribution will go to all Indiana survivors, I want to be a part of contributing directly to Scott’s baby. I am challenging each of you to contribute a minimum of one hour of salary to the Baby Patrick Fund, which is set up at all Fifth Third Banks. Realizing that if each enforcement officer would contribute one hour of pay, we could be providing approximately $20,000 in Scott’s honor to his unborn child. “Family” – yes, we talk about the Indiana State Police Family, however, I question the commitment toward that term. If it really exists, then I believe each of us can give up something special to contribute and let Melissa know we really do care.
