Master Trooper John S. Evans Passes Away

    Retired M/Trp. John S. Evans, PE 3848 of the Commercial Vehicle Enforcement Division passed away unexpectedly.  Visitation will be held Tuesday, December 12th from 1600-2000 hours at the Hoosier Harvest church, 4095 Leonard Rd., Martinsville.   Funeral services will be on Wednesday, December 13th at 1030 hours at the church with burial following at the East Hill Cemetery in Morgantown. 
    Memorials may be made to the Kasey and Maggie Evans Education Fund, in care of the Meredith-Clark Funeral Home, PO Box 308, Morgantown, IN  46160.
 

ISP Accepting Applications for Next Academy

    Between December 1, 2006 and January 1, 2007, the ISP will be accepting applications for the next Traditional Academy, which is scheduled to begin on Saturday, July 14, 2007.  Persons with or without previous law enforcement experience may apply if they meet the minimum qualifications.
    Eligible candidates must meet the following basic requirements to participate in the selection process:
  • Must be a US citizen
  • Must be at least 21 and less than 40 years old when appointed as a police employee
  • Have vision correctable to 20/50
  • Applicants must possess a high school diploma or GED
  • Must possess a valid driver's license to operate an automobile
    Applications for the Traditional Academy must be submitted no later than January 1, 2007.  Applications received after 1-1-07 will be help on file for future academies, the earliest of which may be in 2008. 
    The preliminary application is located on-line at www.in.gov/isp/recruiting and must be submitted on-line.  It is important to remember to make sure applicant email addresses are kept current.

Major Sommer Retires

After 20 years of service to the ISP, Major Tony Sommer, Chief Counsel is retiring to become Prosecutor of Clinton County.

A retirement luncheon is planned for Friday, December 15th at 11am at Jonathan Byrd's Cafeteria, 100 Byrd Way, Greenwood. Meal will be cafeteria style.

Connersville Commander Retires
Posted November 30, 2006


After 34 years as an Indiana State Police officer, Lt. Jim Edwards is retiring. Edwards has been Commander of the Connersville Post since 2001.

Edwards admits he will miss his demanding, yet rewarding job with the ISP. While he has been offered a couple of jobs, Edwards plans to enjoy his retirement for awhile and enjoy spending time with his grandchildren.

Thanks, Lt. Edwards for your dedication and loyalty to the Indiana State Police.

Indiana State Police Graduates 29 Experienced Officers

Indianapolis - Indiana will soon have 29 new troopers assigned to state police districts across Indiana. Members of the 66th Indiana State Police graduating class took their oath of office, administered by Chief Justice Randall Shepherd, today in the Indiana Statehouse rotunda.

A unique fact about this graduating class is they are the first Lateral Academy conducted by the Indiana State Police. This class has been referred to as a Lateral Academy since all 29 graduates already had a minimum of three years full time police experience within Indiana or from another recognized police agency in the United States.

Indiana State Police Superintendent, Paul Whitesell, PhD addressed the new troopers at the graduation ceremony. “Law enforcement is a profession that often overlooks the value, both in experience and cost of training, of seasoned police officers seeking a change of direction in their law enforcement career. Each of you took the time and effort to analyze your personal circumstances and made a commitment to advance your career by joining the Indiana State Police. I applaud each of you for the bold decision you’ve made for yourself and your family. Welcome to the Indiana State Police.”

Each Lateral Academy participant received approximately 448 hours of structured training in law enforcement techniques. Their curriculum included 35 hours of criminal law instruction, 30 hours of vehicle operations training, 10 hours of psychology and 24 hours of “Survival Spanish.” They also developed skills in criminal investigation, vehicle crash investigation and impaired driver prevention and detection. Their academy training was tailored to meet specific needs while recognizing the level of training each of them has previously completed.

Each graduate of this Lateral Academy brought with them their past experiences from police agencies across Indiana and the United States. Some followed footsteps of other family members who serve (or have served) on the Indiana State Police. Other graduates included two out-of-state police officers, a former member of the Indiana State Police, a former state university police officer, 10 former deputy sheriffs from nine Indiana Counties and 15 former city police officers from 14 cities across Indiana.


Supt. Whitesell to Host Retiree's Reception

Retirement Dinner for Sgt. Templeton

Sergeant Mike Templeton will be honored upon his retirement from the ISP on Friday, November 17, 2006. Trooper Struck After Notre Dame Football Game
Posted November 6, 2006

Peru Trooper Thomas Zeiser, Jr. was struck by a motorist at the intersection of SR 933 & Cleveland Road in South Bend after the Notre Dame football game. Zeiser was able to get back to his commission and pursue the vehicle. A short time later the driver was apprehended by Zeiser as he attempted to escape on foot. Zeiser was taken to Memorial Hospital where he was treated for minor injuries and later released. Trooper Zeiser was one of 27 ISP officers who was assigned to direct traffic at the game.

Services will be held at 11am on , October 27, 2006 for Retired ISP Captain Kenneth Houck at the Flanner & Buchanan Funeral Home, Washington Park East, 10612 E. Washington Street, Indianapolis.

Captain Houck died peacefully at his Greenfield home on Monday after a short, but courageous battle with esophageal cancer.

He was a member of the ISP Recruit School in 1954 and served until his retirement in December 1976. He was a distinguished career as a polygraph operator, firearms examiner, and forensic alcohol and narcotics analyst. Following his retirement, he owned his own polygraph business, worked as Safety Director for the Indiana Dept. of Transportation and worked security at Conseco Fieldhouse.

He leaves his wife of nearly 50 years, Faye; two daughters, Linda & Elaine; a son, Kenneth C., who is a Sergeant with the ISP with 21 years of service; as well as seven grandchildren.

Visitation is at the funeral home on Thursday, October 26th, from 4 to 8 pm. Entombment will be in Washington Park

East Cemetery. The family requests memorial contributions to the American Cancer Association in Kenny's name in lieu of flowers.

Trooper Injured During Traffic Stop
Posted October 18, 2006

Evansville Trooper Ryan Wilson was injured on Tuesday evening, October 17th, during a traffic stop near Evansville. The driver of the vehicle stopped by Trooper Wilson refused to exit his vehicle as requested. As the trooper opened the car door, the driver put the car in gear and attempted to speed away, dragging the officer down the road for a short distance before he fell to the ground. He was taken to the Deaconess-Gateway Hospital where he was treated for minor injuries and released.


New York Trooper Killed

New York State Police are still investigating a crash that claimed the life of Trooper Michael Anders on Friday morning. He was a passenger in a car that lost control and crashed into a tractor-trailer and was not on duty at the time and bad weather conditions are being blamed. Services are set for Tuesday in Fairport, NY. Please remember his family and his department during this time of loss.


Terra Haute Police Department "Hot Persuit" 5K Run/Walk

For the 4th year, the Terre Haute PD are sponsoring a Charity 5K Race. A special tribute to Lt. Gary Dudley and Chief Gary Martin will be made prior to the race and all proceeds from the event will go to Indiana Concerns of Police Survivors (COPS). Sgt. Patricia Warczynski Elected ITA President

Press Release October 17, 2006 The Annual Meeting of the Indiana Troopers Association was held in Indianapolis on Saturday, October 14, 2006 in conjunction with the regular meeting of the Board of Directors.

Sgt. Patricia Warczynski, PE4894, of the Putnamville District was elected to serve as President of the ITA by unanimous vote of the board members. She succeeds Sgt. Duane L. Davies who has served as President since 2002. Davies did not seek reelection due to his retirement from the Indiana State Police in 2005. Warczynski’s four year term will begin on January 1, 2007.

Sgt. Warczynski was appointed to the Indiana State Police on November 16, 1986 and was assigned to the Lowell Post where she patrolled the southern portion of Lake County. She was a Field Training Officer (FTO) for five years and a member of the TIP Team and also worked undercover narcotics. In December, of 1995, after being a counselor at the 53rd Recruit School, she transferred to the Putnamville Post. In 1996, she was promoted to Corporal and graduated from the Southern Police Institute in 1997. In August of 2000, she became the Putnam County Squad Sergeant. At the present time, she serves as District Field Training Officer Coordinator. Her goal for the future within the department is to achieve a District 1st Sergeant or Lieutenants position.

On a personal note, she is the mother of four adult children: Michael, Jess, Lisa and Adam and proud grandmother of two, with another expected in March 2007.

Warczynski has been an active member of the Board of Directors for the past several years and her goal is to promote the continued success of the Indiana Troopers Association. She welcomes suggestions and input from the membership. She can be reached at the Putnamville Post at 800-225-8576.

In other board action, a decision was made to restructure the ITA Board of Directors territories to align them with Indiana State Police Regions. This move will create two additional board members. A new board position will also be created to represent non-enforcement (civilian) employees. Letters are being mailed to all 2006 members seeking nominations for these open territories.

The 2007 ITA Membership Drive will be kicked off with the next issue of The Trooper Magazine in mid-November and renewals will be sent to all 2006 members. The ITA extends membership to all employees of the Indiana State Police, Conservation Officers and Excise Police. Dues remain $20 per year.

4th Annual District 14 Golf Outing

Indiana Troopers Association Annual Meeting Set

Trooper Injured in Crash on I-65

ISP Sgt. Richard Kelly, PE5769, had pulled over a semi-tractor trailer on the shoulder of northbound I-65 and was inspecting the truck when the patrol car he was sitting in was struck from behind by another semi on Tuesday afternoon. 

The trooper pulled himself from his demolished commission and called the Lafayette Post for assistance on his cell phone.   His car was a total loss as it was wedged between the two semi trailers.  Sgt. Kelly, a 13-year veteran of the ISP was taken by ambulance to Home Hospital in Lafayette with broken vertebra and cuts.
 
The Indiana State Police remind drivers that Indiana law requires motorists to approach cautiously when an emergency vehicle is stopped on two or four lane highways with emergency light flashing.  Motorist must change lanes away from the emergency vehicles if they can do it safely, if not, they must slow down.

C.O.P.S. Receives $1 Million Donation from Cook Group

Representatives of the Cook Group Companies donated one million dollars today to the Indiana Chapter of Concerns of Police survivors. The check was presented to Chapter Co-Presidents Emily Beal-Nelis and Janice Starnes at a news conference held the morning of September 6th at the Indiana Police and Fire Memorial. This is the same location from which the 2006 Indiana COPS ride began on August 16th and ended with a tragic fatal crash on August 22nd in Vermillion County, on Indiana State Road 63 two miles south of I-74. The crash killed Indiana State Police Lt. Gary Dudley and retired Lake County Police Chief Gary Martin. Retired Indianapolis police officer Spencer Moore was also seriously injured. Moore has been released from the hospital and is recovering from his injuries.

Also present at today’s news conference was Governor Mitch Daniels along with the past president of the COPS National organization, Molly Winters of Muncie, Indiana. Both spoke about how the donation will assist the Indiana Chapter of COPS and increase awareness of the organization and the vital service they provide. Also present for the announcement were many of the riders who rode, or were scheduled to ride, in the state-wide fundraising bicycle ride.

The Indiana Chapter of COPS is part of the National Concerns of Police Survivors organization whose mission is to assist surviving family members of police officers killed in the line-of-duty. Areas of assistance include professional counseling for surviving family and co-workers, tuition assistance for dependents of deceased officers and financial assistance for surviving family members to attend the annual service in May of every year at the Washington D.C. National Law Enforcement Memorial Wall to honor police officers killed during the previous year.

While specific plans for the donation have yet to be made, it is anticipated a significant portion of the donation will be used to establish an endowment to ensure the Indiana Chapter of COPS will be able to continue to fulfill its mission for decades to come.

Funeral Services for C.O.P.S. Cycle Team Member

Arrangements have been made for services for Indiana State Police Lieutenant Gary Dudley and Retired Lake County Chief Deputy Gary Martin.   The officer's were killed while riding with the "Cops Cycling for C.O.P.S." team remembering their fellow officers who have given their lives in the line of duty.

Lt. Gary E. Dudley, PE#3845, Training Division:  A public viewing will be held Monday, August 28, 2006 from 2 to 8pm at the Connection Pointe Christian Church, 1800 N. Green Street, Brownsburg, Indiana.  A public funeral service will be at the same location, starting at 11am on Tuesday, August 29, 2006.  Graveside service will be held at Indianapolis' Crown Hill Cemetery following the funeral. 
 
Lt. Dudley was appointed to the Indiana State Police on 12/14/1979.  He began his career at the Lowell District before transferring to Indianapolis.  He was promoted to Sergeant in 1991 and transferred to the Training Division.  In 1999, he was promoted to the rank of First Sergeant and in 2005, Gary Dudley was promoted to Lieutenant to serve as Commander of the Indiana State Police Recruit Academy.
 
Lt. Dudley used his passion for cycling to support and promote an organization whose work touched his soul - Concerns Of Police Survivors (CO.OF.UP.SO.) 
 
Lt. Dudley is survived by his wife,  Carolyn; his father, Orsel Dudley, and a brother, Danny Dudley.
 
Retired Lake County Chief Deputy Gary Martin:
Calling for Gary Martin will be from 2 to 8pm Central Daylight Time on Sunday at Burns Funeral Home, 10101 Broadway, Crown Point.  Funeral services will be at 10am Monday at Our Lady of Consolation Catholic Church, 8303 Taft Street, Merrillville.
 
Gary Martin retired as Assistant Chief off the Gary Police Department with 25 years of service.  He then served 3 years as Chief Deputy for the Lake County Sheriff's Department, retiring this year.  Martin also taught Criminal Justice at Indiana University-Northwest for 27 years and was a full professor at the university. 
 
Gary Martin was an avid cyclist and had run in several marathons.
 
He is survived by his wife, Olga; two children:  a daughter, Jennifer, and a son, Greg, who is a pilot with the Gary City Police Department.

Lt. Gary Dudley Dies During Memorial Ride

10-0 Lieutenant Gary E. Dudley, PE 3845, Training Division, killed in the line of duty while participating in the 2006 Cops Cycling for COPS fundraising ride. Riders were traveling south on State Road 63 into Terre Haute, when a vehicle struck the rider's support vehicle pushing the vehicle into the riders. More details will follow as they become available.


The "Motorized Bicycle" Law

Scooters, mopeds and electric mini-motorcycles popularity has skyrocketed. The Indiana State Police would like to remind the public of the law concerning these "motorized bicycles" and what the statute refers to.
According to IC 9-13-2-109, a "motorized bicycle" is: A 2 (two) or 3 (three) wheeled vehicle that is propelled by an internal combustion or battery powered motor, and if powered by an internal combustion engine, has the following:

  • An engine rating of not more than 2 horsepower and a cylinder capacity not exceeding 50 cubic centimeters.
  • An automatic transmission.
  • A maximum design speed of not more than 25 miles per hour on a flat surface.

These terms do not refer to an electric personal assistive mobility device. Additionally, the conditions which are prohibited by a "motorized bicycle" are:

1) By a person less than 15 (fifteen) years of age.
2) By a person who has not obtained an identification card, a permit, an operator's, chauffeurs, or public passenger chauffeurs license.
3) On an interstate highway or sidewalk.
4) At a speed greater than 25 miles per hour.

Persons under 18 years of age who operate or ride a motorized bicycle on the street or highway must wear protective headgear and protective glasses, goggles or a protective face shield.

The Indiana State Police also wants to remind bicycle and "motorized bicyclists" that they are obligated to obey all of the traffic laws just like they would if they were driving in a car. This is especially true for traffic control devices, (stop signs and traffic signals) as well as directional control (one way streets).

Marijuana Season in Full Swing

It's August and the summer is drawing to an end, school will be starting soon, and the marijuana growers will be looking to harvest their crops. This time of the year marijuana plants are beginning to mature and getting easier to spot. Marijuana plants are green and have an odd number of leaves with serrated edges and can grow to be more than 10 feet in height.

Marijuana growers often times will attempt to conceal their growing operation by planning in the middle of cornfields, near the edges of wooded areas, or even inside a structure. So far this season, troopers from several Indiana State Police Post have located growing operations.

If you have information concerning a possible marijuana growing operation, you may report it to your nearest Indiana State Police Post. Callers may remain anonymous however should give as much detail as possible on the location of the growing operation.


Indiana Concerns of Police Survivors (COPS) Statewide Bicycle Fundraising Ride

Beginning at 9:00 a.m. on Wednesday, August 16, 2006 and continuing for 13 days, law enforcement officers from around the state will participate in the 2006 "Cops Cycling for C.O.P.S." ride.

Opening ride ceremonies will be held at the Indiana Law Enforcement and Fire Fighters Memorial between the State Capitol and North State Office Building, downtown Indy today.

The purpose of the 3rd Annual Ride is to raise money for programs and provide assistance for surviving spouses and family members of Indiana law enforcement officers killed in the line-of-duty. Portions of the money raised are used to defer costs associated for survivors traveling to the Washington D.C National Law Enforcement Officers Memorial for the annual service held to recognize officers killed during the previous year.

At least 14 police officers and friends of law enforcement will begin the ride on Wednesday. Over the course of the 13 day ride over 30 different cyclists will participate in the ride; eight will ride the entire route.

This year's ride will honor the memory of the following Indiana officers who gave their lives in the line of duty over the past 18 months: Detective Sergeant Thomas Cochran, Lawrenceburg Police Department, end of watch January 26, 2005; Officer Craig Herbert, Lawrence Police Department, end of watch March 6, 2005; Special Agent Robert Hardesty, Federal Bureau of Investigations (former Porter County Sheriff’s Deputy), end of watch June 2, 2005; Deputy Shadron Bassett, Pulaski County Sheriff’s Department, end of watch October 7, 2005; and Marion County Sheriff’s Department K-9 Arco, end of watch July 11, 2005.

The ride will cover nearly 1,100 miles traveling east from Indianapolis to Richmond, north to Angola, west to Merrillville, south to Santa Claus, east to Jeffersonville, north to Richmond, and back west to Indianapolis.

On Friday, August 18th, the Indiana Troopers Association will host the cycle team. They will receive an escort from the Steuben County Sheriff's Department from the DeKalb County line to downtown Angola where they will be honored at a buffet dinner at Sutton's Deli. As at other stops along the way, area survivors will be join the team members and invited guests for a time of fellowship and remembrance. The team will depart Angola on Saturday morning with an escort to the LaGrange County line to continue their trip around the state.

Last year's ride provided over $35,000 to the C.O.P.S. (Concerns of Police Survivors) group. Anyone wishing to make a donation to the team may do so by sending their donation to the ITA office at 117 West Maumee, Angola, IN 46703.


ISP Versailles District to Celebrate 50th Anniversary with Open House

In August, 1956 the Indiana State Police established a new post in Versailles at the intersection of U.S. 421 and S.R. 129  This year marks the 50th anniversary of the Versailles District and Lt. Marty McKinney, Versailles District Commander, would like to invite the public to attend an open house to help celebrate the Golden Anniversary of the Versailles Post.  The open house will be Wednesday, August 30 from 11:00 a.m. to 3:00 p.m. and will include tours of the post along with displays from the history of the Indiana State Police as well as current police equipment and services. 

The original Versailles State Police Post opened August 15, 1956.  The State of Indiana purchased ground in Versailles from Herman Werner near the intersection of the then “new” S.R. 129 and U.S. 421.  A Gunnison pre-fab home was chosen so the post would blend in with the surrounding residential area.  The original I.S.P. Post at Versailles was staffed by the following individuals:

Command Staff:  Sergeant Cecil Melvin of Centerville, Indiana – Corporal Norman Huelson of Versailles, IN and Corporal Russell Powner of Greensburg, IN.

Detective Frank Benz of Batesville was the District Detective and Bob Cannon was appointed to radio and dispatch duties.  The original Troopers assigned to Versailles were:  Dick Poe, Joe Radvansky, Norman Mellis, Jack Kixmiller, Herb Behlmer, Ancil Pruitt, Russell Benning, Paul Alford, and Donald Petro.  Mrs. Bine Firth of Versailles was appointed as secretary and Chancie Lemen was hired as custodian.

The current Versailles Post, a modern 14,000 square foot building, was built on the site of the original building.  It opened January 5, 2000 and serves as the offices for over 50 sworn and civilian state police employees.  The Versailles District serves Dearborn, Decatur, Jefferson, Ohio, Ripley, and Switzerland Counties in southeastern Indiana.

College Scholarships In the Mail!

Today the Indiana Troopers Association mailed over $12,000 in Scholarships to the children of our members.  The ITA College Scholarship Program offers the scholarship to the children of our members who are enrolled in college.

The 2006 program included scholarships paid for Fall 2005 and Spring 2006 semesters and offered $10 per credit hour completed with a "C" or above grade average.   

Over 60 ITA families participated in this year's program.

Retired Lt. Cleaver passed away at age 79 on Wednesday, 7/12/06 at Reid Hospital.  He served the Indiana State Police from 1953 until his retirement in 1982.  Following his tenure with the ISP he worked as director of security for Richmond State Hospital, retiring in 1993.

He is survived by his wife of 52 years, Clara, a son, two daughters and several grandchildren.

Services will be held at 1pm Saturday, 7/15/06 at Mills Funeral Home, 405 E. Main St., Centerville,with burial following at Crown Hill Cemetery.  Calling is at the funeral home from 4-7 Friday, 7/14/06.

Retired Lt. Albert D. Hartman, 80, will be held on Saturday, July 14, 2006 at Hiers-Baxley Funeral Home in TimberRidge, Florida. Burial will follow in the Florida National Cemetery in Bushnell, Florida.
Hartman passed away in Florida on Saturday, July 8th, where he had resided since 1989. Born in Nappanee, Hartman served the Indiana State Police from 12/16/49 until his retirement on 7/16/75 at the rank of Lieutenant. He leaves many friends among the ranks of the ISP, especially the Pioneers.
He is survived by his "best friend" and wife, Betty; a daughter, 4 grandchildren and 2 great-grandchildren.

Lifetime Handgun Permit Now Available

At a recent news conference, ISP Supt. Paul Whitesell, PhD. presented State Senator Johnny Nugent the first "lifetime" handgun permit issued in Indiana. the permit is the result of changes to Indiana's handgun permit law, effective July 1st of this year.
Also present at the news conference was State Representative Troy Woodruff and Command Personnel of the ISP Records Division. Rep. Woodruff authored the bill during the most recent legislative session and Sen. Nugent sponsored the bill in the Senate. Rep. Woodruff plans to apply for a lifetime permit when his current permit is within 180 days of expiring. The amended law requires existing permit holders to wait until their permit is within 180 days of expiring at which time they have the option to apply for the lifetime permit.
A concern in crafting the new law was to ensure it remained 'revenue neutral' for the State of Indiana. Historically, on average, Indiana receives about $1.1 million in revenue from gun permits. Indiana's general fund will continue to receive the first $1.1 million of revenue generated each year from handgun permit fees. Annual permit fee revenue beyond the $1.1 million will be used for operating and maintaining the central repository for criminal history data and the establishment, operation and maintenance of electronic logs to record the sale of drugs containing ephedrine or pseudo ephedrine.


10-0 Retired ISP Lt. Colonel-Deputy Supt. Jerry Spence

Lt. Col. Spence passed away on Thursday, June 22, 2006 at Indiana University Hospital in Indianapolis following an extended illness. He began his Indiana State Police career in 1960 as a road trooper in the Lafayette and Redkey Districts. He ultimately obtained the position of Lieutenant Colonel, Deputy Supt. of Support Services. He retired in 1986. He then worked for the State Highway Department as an investigator until returning to the ISP as a civilian until he retired in 1999. He then became a consultant for the Institute for Public Safety Personnel until his death.

He was active in his church and the Indiana Chapter of the Salvation Army and had received the Sagamore of The Wabash Award from Governor Bowen. He leaves his wife, Linda, who serves the ISP as an Executive Secretary at Headquarters, three daughters and four grandchildren and a great-grandchild.

Services will be held at The Meeks Mortuary and Crematory chapel at 11:30am on Wednesday, June 28th, with burial following at Gardens of Memory Cemetery. Calling will be at the Meeks Mortuary from 4 to 8 pm on Tuesday or 1 hr. before services on Wednesday. Preferred memorials are to be directed to The Salvation Army, 3100 N. Meridian St., Indianapolis, IN 46208.


K9 Graduation Day

The ISP has increased their numbers by three today! Three seasoned state troopers left the Allen County Sheriff's Department Kennel with their new partners - a multi-trained German Shepard.
The 3 officers have completed their 14-week training under Master Trainer Bob Compton, who has led the Canine Training area for Allen County Sheriff's Dept. for the last 30 years and trained over 1,000 dogs for law enforcement.
Over 500 hours have been spent in training and preparation for the new challenges the dogs and their masters will face in the future.
All of the dogs are full-blooded German Shepherds and are approximated 2 years old. The graduates include:

  • Trp. Peter L. Bradley and "Rex" - assigned to the Toll Road
  • Trp. Chris Richey with "Heiko" - assigned to Versailles
  • Trp. Todd A. Bailey and "Bosko" - assigned to Bremen

They join 6 dogs and handlers who are already working the state. Supt. Paul Whitesell stated, "These multi-dimensional dogs extend our commitment to the communities we serve. They should prove to be as valuable an asset to the department and the state as the first six we have put into service."

57 Counties Represented at Statewide Awards Program

They came from all over the state to the State House on Friday, June 16th, to attend the 6th Statewide Awards Program honoring the county/state winners of the David Deuter Memorial Essay Contest.
The winners and their families, along with several state legislators, were addressed by Lt. Gov. Becky Skillman, ISP Supt. Paul Whitesell and ITA Executive Director Ernie Alder. After $44,000 in US Savings Bonds was awards to the winners, along with other gifts, all attendees were treated to a special program by Jungle John and his Silly Safari.
While 85 out of 92 counties provided winners in this year's program, some were unable to attend the State House event due to summer vacations, camp, and other personal commitments.
The 2006 essay program for 5th graders across Indiana marked the 10th annual program sponsored by the ITA..

First Sgt. David Bursten, Field Supervisor of the ISP Public Information Division, has released 2005 Indiana Crash Statistics involving ALL vehicles and statistical information of crashes involving only motorcycles.

When a person with 'celebrity status' is involved in a motorcycle crash, such as the case with the Pittsburgh Steelers' Ben Roethlisberger, the media laser beam focuses its' attention. While earlier reports are the crash was not the fault of Roethlisberger, all indications are his injuries would have been greatly reduced had he been wearing a helmet. The point being that even the most skilled driver, regardless of the type of vehicle being driven, can not always avoid a collision when another driver is not paying attention.
While Indiana does not have a 'helmet law' for adult operators of motorcycles that possess a valid motorcycle endorsement on their license; persons under the age of 18 with a motorcycle permit of endorsement or adults with a motorcycle learners' permit are required to wear a helmet.

The information below is based on a review of Indiana vehicle crash records for 2005:
While motorcycles were involved in only 1.2% of ALL vehicle crashes reported in Indiana in 2005, they accounted for 11% of ALL fatalities for the year.

20.7% of ALL motor vehicle crashes resulted in injuries
68.8% of MOTORCYCLE crashes resulted in injuries

The Indiana State Police encourages ALL motorcycle operators to use helmets for themselves and to insist their passengers wear a helmet as well. There's a saying among experienced motorcyclists: There are two kinds of riders, those who have been down and those who are going down.

ITA Board Member Promoted to Versailles PIO

Sgt. Noel W. Houze, Jr., a 22 years veteran of the Indiana State Police, has been reassigned to serve as Public Information Officer for the Versailles State Police Post.
Houze, Jr. is a 2nd generation ISP officer and joined the department in November 1984. He was a road trooper at Seymour from 1984 until 1987, after which he transferred to the Versailles Post. He also served on the ISP High Performance Vehicle Patrol Squad until his promotion to Sergeant in 1994. The Versailles District consists of the Indiana Counties of Decatur, Dearborn, Ripley, Ohio, Jefferson and Switzerland.
Houze, Jr. lives in Milan with Susan, his wife of 26 years. They have two children, daughters, Kristen, 22 and Elizabeth, 17, who will be a senior at Milan High School. His father, Noel W. Houze, Sr. served 29 years with the ISP, retiring in 1993.


In Memory - Supt. George Everett PE #10

The Indiana State Police oldest living retiree, Supt. George Everett, passed away at age 94 on May 23, 2006 in Manatee Springs, Florida, where he had made his home for a number of years.

Everett served the ISP from 1935 until his retirement in 1965. He climbed up the ranks of the Department and was appointed ISP Superintendent, serving from 1963 until his retirement in 1965. Even though his tenure at the helm was brief and scandal-free, he was in charge on Halloween Night 1963 when a propane tank exploded at the fairgrounds coliseum in Indianapolis during an ice show, killing 74 people and injuring more than 400.

Following his retirement, he was Manager of Safety and Security of the RCA Dome until 1975.
He had lived in the Sarasota and Bradenton, Florida area since 1979. His wife, Helen, preceded him in death in 1990.
Everett is survived by a daughter, Jan Williams of Bradenton and a sister, Helen Prahl of Goshen and a granddaughter.
Services were held on May 27th in Sarasota.


Sagamore of the Wabash Bestowed on ISP Board Member

Longtime Indiana State Police Board Member Jim Heyde was recently honored by Supt. Paul E. Whitesell, Ph.D, on behalf of Governor Mitch Daniels for 27 years of service as a member of the board.
Heyde was presented a certificate designating him a Sagamore of the Wabash during a presentation at the Peru ISP Post's Annual Memorial Service.

He was also presented a plaque of appreciation and recognition by ISP Lt. Colonel Danny East for serving the citizens of Indiana as a member of State Police Board.

During his tenure on the board he served as President and Secretary and was originally appointed by Governor Otis Bowen.


Major McKee To Lead Indiana Central Intelligence Center

Governor Mitch Daniels has called upon Major Monte McKee to lead the newly created Central Intelligence Fusion Center. The center will draw officers from local, state and federal agencies, who will work together to respond to crimes and terrorist organizations.
McKee, a Commander since 2000 and an ISP Troopers since 1977, will take over the new statewide initiative that seeks to create a law enforcement intelligence-sharing system. McKee's appointment was approved by an executive committee that oversees the center. Committee members include representatives from the US Attorney's office, the Indianapolis Chief of Police and the Department of Natural Resources.
The center is already monitoring websites that terrorists are known to visit, said Indiana Dept. of Homeland Security spokesman, Andy Zirkle.


ISP Seeks Applicants for Capitol Police

Applications will be accepted through May 26, 2006 for positions with the ISP Capitol Police. These officers are responsible for the protection of the Indiana State House, Governor's residence and surrounding state government facilities.
Applicants will undergo a 3-week training course, which will begin September 15, 2006 and during the first year of employment they must successfully complete the Indiana Law Enforcement Academy's Basic Course.
The basic requirements are:

  • Be a US citizen
  • Be at least 21 years old when appointed
  • Have vision correctable to 20/50
  • Must possess a high school diploma or GED
  • Must possess a valid driver's license

The salary for the Capitol Police has been increased to $1,072 bi-weekly during training. After obtaining officer status, their salary will be $29,097 a year. Over the next 10 years with step increases in pay, an officer may reach an annual salary of $35,233.

ISP Honors Motor Carrier Inspector

Master Motor Carrier Inspector William Davidson was honored recently with the Ralph "Ray" Reed Award as part of the ISP Toll Road District's Annual Memorial Service. The service is held each year to honor all ISP employees who have been killed in the line of duty.
MCI Ray Reed was killed in the line of duty on 8/3/95 in Marshall County while inspecting a semi tractor-trailer. Since his death, the Commercial Vehicle Enforcement Division has selected a motor carrier inspector who excels in his or her work and demonstrates the qualities of a model employee.
In presenting the award, Major Ed Reuter commended Davidson for his 33 years with the department, sighting his professional excellency and the ISP values he demonstrates in doing his job. Davidson and his wife, Virginia, and their two sons, Benjamin and McLean, reside in the Angola area.


President Bush Picks Retired ISP Major

The President will nominate Retired ISP Major John H. Hill to be Administrator of the Federal Motor Carrier Safety Administration. Hill currently serves as Assistant Administrator and Chief Safety Officer of the FMCSA.
During his time of service, he has served as the Department Lead for Pandemic Influenza and the Secretary Representative concerning Hurricane Katrina at the Department of Transportation. A graduate of Taylor University, Hill served as Commander of the Commercial Vehicle Enforcement Division of the Indiana State Police.


Retired Sgt. William J. (Bill) Hilzley Passes Away

A celebration of life memorial service will be held on Monday, May 8th at 6pm to honor the memory of Retired ISP Sgt. Bill Hilzley, PE2041.
Hilzley passed away peacefully on Sunday, April 30th at St. Vincent Hospice Center after an illness of several months. He was 70.
An ISP Academy graduate in 1968, he was assigned to the Indianapolis Post 52. Bill was an accident reconstructionist, a Bomb Squad Commander and an Instructor Generalist. In 1981, he graduated from the FBI National Academy and in 1986, he graduated from the FBI Missile & Munitions Center and School. He retired from the ISP in 1991.
He is survived by his wife, Rosie, two daughters and several grandchildren and siblings.
The Chapel Rock Christian Church is located at 2020 N. Girls School Road, Indianapolis, IN. Visitation will be from 5 to 6 pm.

Seymour Troopers Assist With Special Olympics Event

On Wednesday, May 10th from 11am to 2pm and 5pm to 9pm Seymour city, county and state police officers will trade in their guns and badges for aprons and serving trays. The Red Lobster Restaurant in Columbus has opened its doors to police officers in support of Special Olympics Indiana. This event will help kick off the start of National Police Week - May 11-17, 2006.

The officers will participate in the Tip-A-Cop fundraiser. The program is an internationally successful fundraising event organized by the Law enforcement Torch Run for Special Olympics in which law enforcement officers volunteer their time as "celebrity waiters" in Indiana restaurants. They receive "tips" to raise funds for Special Olympics Indiana.

ISP Seeks Candidates for 67th Recruit Academy

The ISP is now seeking applicants for its first recruiting class since changing the basic requirements for troopers.
The primary changes to the requirements are the age extension to 39 years old and the lifting of the requirement of 60 hrs. of college credit, as well as previous law enforcement or military experience.
Superintendent Paul Whitesell said, "These administrative code changes allow our department a broad field from which to recruit."
Now applicants must meet the following requirements:

  • Be a US citizen
  • Be at least 21 and less than 40 yrs old
  • Have vision correctable to 20/50
  • Must possess a high school diploma or GED
  • Must possess a valid driver's license

Additionally, trooper salary has also increased. As of July 1st, trooper trainees will earn $1,389 bi-weekly, while at the academy. Once trainees graduate, they will earn $39,313 a year. Over the next 10 yrs. with step increases in pay, a trooper may reach an annual salary of $47,604.

To aid in its recruiting process, the ISP has launched an online application for potential troopers. The online ap can be submitted electronically and captures essential information to determine if the candidate qualifies for the next phase of the selection process.

Corporal Scott Severns, South Bend PD Services Set

An officer known for working long hours on a dangerous job, Corporal Scott Severns was enjoying an evening on the town with a friend, when things went terribly wrong.
Severns stepped into the line of fire to protect a female friend and was shot several times by a juvenile in an attempted robbery. Severns died from his injuries early Sunday morning.
Services for the 2004 Officer of the Year are as follows: Visitation will be held Thursday, April 27th at the Wiekamp Center on the Bethel College Campus in Mishawaka. Severns attended Bethel.
On Friday, April 28th, a Mass of Christian burial will be celebrated at St. Matthew Cathedral on Miami Street in South Bend beginning at 10:00am. Burial will follow at Southlawn Cemetery.
Memorials may be made to the Severns Memorial Scholarship Fund at the Policemen's Federal Credit Union in South Bend.
Our sympathy goes out to the officer's family, friends and fellow officers.

It's golfing time again in Indiana! The Commercial Vehicle Enforcement Division's Annual Event is scheduled for Friday, June 2, 2006. Registration is from 8:45am until 9:30am. Tee Time is 9:30am.
The outing will be held at the Rocky Ridge Golf Course, 625 E (just south of SR 47, near Darlington) in Crawfordsville, Indiana.
All active and retired department personnel, families, and friends are invited to participate.
The format will be a Florida Scramble (Best Ball). You may bring your own team or you will placed on a team.

State Police Wage Increase Welcome News

When it comes time to hand out discretionary money received from pre-trial diversion funds, many prosecutors in our corner of Indiana have tried to help out Indiana State Police Troopers by purchasing them equipment. One of the purchases, at least in Steuben County, has been hand-held 800-megahertz radios that would enable troopers working in the county to be able to communicate with dispatchers who work on a 800 megahertz system.
Why has this happened? Because the state has not had the funds to purchase equipment sorely needed by troopers.
The days of holding back sales, so to speak, are over.
On Friday, Governor Mitch Daniels announced troopers would be receiving payraises that would bring them loser in line with the pay currently offered to state police officers in the four surrounding states (yes, even with the raises, Indiana will lag behind Illinois, Kentucky, Michigan and Ohio.)
Besides the raises, 800 megahertz radios will be purchased for troopers. Granted, the state is not purchasing a radio for each of its 1,095 troopers, but the 250 on the way is a good start. The state is also going to provide each trooper with a laptop computer, a tool that has proven very valuable to the officers in our four counties who currently have them available for use.
Additionally, the state is going to raise the pay for conservation officers, excise offers, capitol police, motor carrier inspectors and gaming officers.
You might ask where the money is coming from. Look no further than the Indiana Toll Road. In addition to the Spanish-Australian consortium paying an upfront fee of $3.85 billion to lease the toll road for 75 years, the group also has agreed to pay $6 million annually to pay the Indiana State Police for patrolling services on the road. That frees up $6 million to state can use for pay raises and equipment purchases.
Police officers do not go into their line of work with the intention of getting rich. However, it is only fitting that these people doing very dangerous jobs be compensated better than they have been in the past.

Indiana State Police Welcomes 36 New Troopers

After months of intense study and on the job training, thirty-six recruits will graduate as members of the 65th ISP Law Enforcement Academy on Friday, April 7, 2006. The new officers will be considered Probationary Officers (PO’s) for the next year and will be under the supervision of a Field Training Officer at their respective assigned districts.

Services for ISP Retiree Dave Fouts, 69, will be held at 11am, Wednesday, April 5th at Center Chapel First Brethren Church in Denver, Indiana. Friends may call from 2 to 8pm on Tuesday, April 4th, at the McClain Funeral Home in Denver and one hour prior to services at the church.
Fouts served the Indiana State Police from June 1961 until his retirement in 1990. He was active in the Deedsville community and enjoy working with the 4-H program.
Memorials may be made to Center Chapel First Brethren Church or the Miami County 4-H Fair.

PE-166 John Redman Services Set

Services for Retired Trooper John Redman, PE166, will be held on Saturday, March 25th at the Werry Funeral Home, 16 E. Fletchall, Poseyville, Indiana at 10:00am. Visitation will be at the funeral home on Friday, March 24th from 2 to 8pm.

Redman, who retired from the Evansville Post, served the Indiana State Police from 7/1/42 until 6/6/63. Among his survivors is his son-in-law, Retired Sgt. Laverle Udhe, PE2206 of the Evansville Regional Laboratory.


ISP Emergency Response Team (ERT) Heads for S.W.A.T. World Challenge

After placing 3rd in a SWAT competition last year, the ISP ERT qualified for a spot in the SWAT World Challenge. The team will head to the international competition, held at Camp Robinson in Little Rock, Arkansas, from March 26-30, 2006.
The Annual Carmel SWAT Challenge was host to 15 law enforcement teams and 1 US military team. The Top 3 teams in the national qualifier became eligible for the 2006 World Challenge, which is by invitation only.

The Challenge will include 8 events, which will test speed, endurance, and teamwork. 24 teams from around the world will compete for bragging rights. The Outdoor Life Network (OLN) will cover the entire event with an hour long special that is expected to air in early May.

ERT member, S/Trp. Bruce Duhaime, stated, "We are excited about the opportunity to compete against some of the best SWAT teams in the world. I also have high optimism that our excellent marksmanship will help us in the various competitions."
The ISP Emergency Response Team, composed of troopers assigned throughout the entire state, includes: S/Trp. Bruce Duhaime and S/Trp. Chad Larsh, of Bremen; S/Trp. Corey Culler and Tpr. Brian Walker, of Ft. Wayne; Sgt. Roger Dickison and Tpr. Nathan Eaton, of Lowell; Sgt. Mark French, M/Tpr. Brent Turner and S/Trp. Pat Etter, of Putnamville; and Cpl. Tom Hannon of Terre Haute.
While the officers will receive on-duty time to participate in the competition, they are responsible for their own expenses, including travel, lodging and food, while at the event. The Indiana Troopers Association is pleased to be one of several sponsors assisting the SWAT team in this endeavor.

We know they will represent the Indiana State Police and the State of Indiana well in the international competition.

S/MCI Candy L. Robb, PE 5280, of Frankfort, passed away March 8th at her home. MCI Robb, 41, joined the Indiana State Police on 9/6/88 and was with the Motor Carrier Division of the Indiana State Police prior to a disability which left her unable to work. She was assigned to the Peru Post. She was a member of East Side Christian Church and enjoyed participating in charity events with the City of Firsts Harley Owners Group. Please remember her parents, two brothers and a sister during this time of loss. Services were held on Monday, March 13th.

Retired Major John Aikman, PE1353, passed away on March 12, 2006. Visitation will be on Wednesday, March 15th from 4 to 8pm at the Earlywein Funeral Home, 1484 West US 40, Greenfield, Indiana. The funeral will be held on Thursday, March 16th at 10am at the funeral home. The family has requested a memorial box in lieu of flowers.

New York State Trooper Killed After Bank Robbery

Sympathy is extended to the family of New York State Trooper Andrew Sperr, who was killed in the line of duty when he responded to a bank robbery in Big Flats, just west of Elmira.
The robbery suspects fled the Chemung Canal Trust Company Bank in an automobile. Sperr stopped the vehicle and gunfire was exchanged. Sperr wounded at last three people from the car despite sustaining gunshot wounds that proved to be fatal.

ISP Lateral Academy Information Online

To aid in its recruiting process, the Indiana State Police has created an online trooper application. The preliminary application which can now be completed and returned online, captures essential information to determine if the candidate qualifies for the next phase of the selection process.

Those interested in being part of the recruit selection process can review the information and apply online, saving both the candidate and ISP staff both time and money.

The release of the online application, which can be found at www.in.gov/isp/careers , coincides with the beginning of a recruitment push for the state police's new Lateral Academy, an abbreviated training program designed for certified police officers wishing to transition into a career with the Indiana State Police.

The Lateral Academy, which is similar to military officer candidate school, will start on August 27 and conclude with graduation on November 17, 2006. During the 12-week academy, recruits will hone skills including firearms, defensive tactics, emergency vehicle operation, crash investigations, criminal law and traffic law.

ISP S.W.A.T. Team To Compete at International Level

On March 26th, ten ISP officers, who make up the ISP S.W.A.T. team will depart for Arkansas to compete in the World S.W.A.T. Competition.
Participation in this competition is by invitation only and the ISP team was selected after placing 3rd in the nation.
The team is responsible for their own expenses for the competition and is seeking donations from individuals or organizations to pay for lodging, gas, food and entry fees.
The Indiana Troopers Association, as well as the ISP Alliance are supporting the team, as other professionals. If you would like to make a donation to the team to assist with their trip, please send your donation to the ITA Corporate Office at 117 West Maumee, Angola, Indiana 46703.


Virginia State Trooper Killed in the Line of Duty

Trooper Kevin C. Manion, 27, was killed on Saturday, 2/18/06, as he was helping clear away a wrecked truck from a single-car accident. A gun in the truck discharged and hit him in the chest. Both occupants of the vehicle were arrested on alcohol-related charges. As the truck was being moved, the gun went off. Another trooper assisting at the scene was not injured.

Manion, a native of Millboro, had earned a Bachelor's Degree from Mary Washington College and an Associate's Degree from Debney S. Lancaster Community College. He joined the State Police in October 2002.

"25 To Life" Video Boycott

Mollenkopf Succombs To Cancer

Retired ISP Public Information Officer David E. "Rocky" Mollenkopf, 66, passed away on Monday, 2/6/06 after a long battle against carcanoid cancer.  Mollenkopf retired from the Indiana State Police in 1995 as a Sergeant after 32 years of service to the State of Indiana.  After his retirement, he was an investigator for the IRS for 10 yrs. 

During his tenure with the ISP, he had a weekly television show called "Safety Corner" on Channel 13-WTHR. David Letterman was a local news anchor at the time and occasionally acted as the announcer for Dave's program which ran for 3 years.

Mollenkopf was the recipient of the Sagamore of the Wabash and Kentucky Colonel designations and was very active in numerous civic organizations and community activities. He was a Sunday School teacher at Wetland Friends Church and a member of Brandywine Community Church. 

He is survived by his wife, Jackie, 2 sons, a daughter, 3 grandchildren, a brother and sister, along with a large network of law enforcement friends.

Visitation will be on Thursday, 2/9/06 from 4 to 8 pm  at Erlewein Mortuaries, 1484 W. US 40, Greenfield, Indiana.  Funeral services will be held at the same location at 10 am on Friday, 2/10/06.  Burial will be at Greenlawn Cemetery in Franklin, Indiana. Preferred memorials are to be made to the Feed the Children.


Jay H. Romack Passes Away

Sympathy is extended to the family of Retired Captain Jay H. Romack of Indianapolis who passed away on January 6, 2006.

Capt. Romack was an Indiana State Trooper for 24 years, retiring in 1979.   He served as Executive Director of the ISP Alliance, President of the Police League of Indiana,  Treasurer of the USS Stoddard Reunion, the ISP Pioneers and also volunteered at the Pioneer Building at the Indiana State Fair.  He was a member of Calvary Lutheran Church.

He leaves his wife, Mary Lou, three sons, a sister, several grandchildren and great grandchildren and a host of law enforcement friends.

Calling will be from 2 to 8pm on Wednesday, February 8th at G.H. Herrmann Greenwood Funeral Home, 1605 S. SR 135 in Greenwood.  Services will be on Thursday, February 9th at 10:00am.  Entombment will be at Forest Lawn Memory Gardens.



John P. McRory Services Scheduled

Retired Commander John P. McCrory, PE 154, passed away January 29, 2006. He was appointed on March 23, 1942 and retired as the Commander of the Investigation Division in 1962.

Visitation will be Wednesday, February 1, 2006, from 4 to 8pm at the Randall and Roberts funeral Home, 12010 N. Allisonville Rd., Fishers, Indiana. Services will be at the funeral home on Thursday, February 2nd, at 11am. Burial will be at Oak Lawn Cemetery in Indianapolis.


National Child Passenger Safety Week

Motorists should expect to see increased patrols for the upcoming Operation Pull Over Campaign in conjunction with the National Child Passenger Safety Week, which runs from February 5th through the 19th.

Blitz 46 will concentrate on seat belt and child restraint violations. National statistics show that seat belts and child restrains along with air bags save over 239,000 lives annually.

Indiana's Child Restraint Law which took effect July 1, 2006 requires children from birth up to their 8th birthday, to be properly secured in a child restraint seat or booster seat. The law also requires children up to 16 years old, to be buckled up in all seating positions in all motor vehicles including those with truck plates.


2006 David Deuter Memorial Essay Contest Begins

Letter were mailed to over 1,400 Indiana public and private schools this week containing invitations to 5th grade students across the state to participate in the 10th ITA essay contest.

In order to participate, students are required to compose an original essay in approximately 100 words on the subject, "What Being A Good Citizen Means To Me." Each participating school will select a winning essay to represent their school in the program. From the county entries received by the March 15th deadline, one winner will be selected for each Indiana county. From the county winners, a statewide winner and four runners-up will be selected.

This year the ITA expects to present approximately $50,000 in US savings bond and engraved plaques to the county/state winners. The statewide winner will receive a $1,000 bond, while the runners-up will receive bonds totally $750. All remaining county winners will receive a $500 bond for their efforts.

Winners will be announced by mid-April, in time for end of year Awards Programs at respective schools. Upon request, uniformed troopers will present award certificates to the county winners at their school programs.

On June 16th, all winners, their families, school officials and state legislators, will be honored by the ITA at the Indiana State House for the Statewide Awards Program. Guest speakers at last year's program included Governor Mitch Daniels, Supt. of Public Instruction, Dr. Suellen Reed and Indiana State Police Supt. Paul Whitesell, all of whom have been invited to speak at this years event.

The essay program was renamed in 1999 to honor the memory of Master Trooper David Deuter, who was killed in the line of duty in July 1998.


ISP Weapons Stolen

An ISP detective was the victim of a theft when his unmarked SUV police vehicle was broken into and police weapons and other equipment was stolen between 9pm Wednesday night and 7am Thursday morning. The crime occurred in the vicinity of 21st and Girls School Road on the west side of Indianapolis.

Items taken from the police vehicles included: a Colt M-4 .223 semi-automatic rifle with five magazines (not loaded-no ammunition); a loaded Beretta .40 caliber semi-automatic pistol, with two addition loaded magazines (the ISP shield is on the left and right sides of the frame); a standard police issued bullet-resistant vest; a bullet resistant "raid" vest marked with the words "STATE POLICE" on flip down flaps; a state police portable radio and charger (radio has been disabled); a Gateway laptop computer (password protected); handcuffs; and police baton.

Anyone with information related to this theft is encouraged to call Crime Stoppers at 262-TIPS (8477) or 800-92-ALERT (922-5378). They may be eligible for a cash reward.

The investigation is on-going and no other information is available.
